Key Assignment

The selected consultant will work on a highly impactful project: transforming the findings of the report “Who Bears the Costs? Addressing Inequalities from Climate Change and Climate Action” into a practical policy toolkit.

This toolkit will help governments, ministries, and institutions better understand and address the unequal impacts of climate change and climate policies.

Key Deliverables

Throughout the 6-month contract, the consultant will produce the following outputs:

  • Inception Note (by 1 May 2026):
    A clear methodology and structured workplan for the project.
  • Analytical Synthesis (by 1 July 2026):
    A detailed analysis of survey findings combined with updated policy insights.
  • Draft Policy Toolkit (by 1 August 2026):
    Including checklists and guidance notes for policymakers.
  • Final Policy Toolkit (by 1 September 2026):
    A polished toolkit along with a summary note for the MOST Intergovernmental Council.
  • Workshop Strategy (by 1 October 2026):
    A comprehensive plan for training sessions and workshops targeting relevant institutions.

Required Qualifications

Education

  • Master’s degree or higher in public policy, environmental studies, social sciences, or a related field.

Work Experience

  • Minimum of 5 years of relevant professional experience in:
    • Public policy
    • Research
    • Science–policy interface

Skills and Competencies

The ideal candidate should demonstrate:

  • Proven experience in translating research into policy
  • Strong collaboration skills with researchers and policymakers
  • Ability to work at national and/or international levels
  • Excellent communication and analytical thinking
