Meghalaya Legislative Research Fellowship (MLRF) 2026–2028: Earn ₹50,000 Monthly Supporting MLAs in Meghalaya

The Meghalaya Legislative Research Fellowship (MLRF) 2026–2028 is now accepting applications for its 3rd Cohort. This prestigious fellowship offers young professionals from Meghalaya the opportunity to work closely with Members of the Meghalaya Legislative Assembly, providing research and data-driven insights to improve governance and public policy across the state.

About the Meghalaya Legislative Research Fellowship

The Meghalaya Institute of Governance (MIG) serves as the nodal institution leading governance reforms in Meghalaya by leveraging knowledge, technology, and community participation. Through the MLRF, selected fellows provide structured research support to legislators to help them make informed decisions on policy and constituency development.

The Bharti Institute of Public Policy at ISB acts as the knowledge and implementation partner, responsible for training and mentoring fellows throughout the program.

The 3rd Cohort builds on the success of the first two cohorts, which contributed significantly to legislative effectiveness and evidence-based policymaking in Meghalaya.

Fellowship Positions Available

A total of 20 positions are available:

  • 18 Research Fellows
  • 2 Data Fellows

All fellows will be based in Shillong, Meghalaya.

Eligibility Criteria

Applicants must meet the following requirements:

  • Must be a domicile of Meghalaya
  • Maximum age: 32 years
  • Hold a Master’s degree or PhD in fields such as Social Sciences, Public Policy, Statistics, Data Analytics, Geoinformation, Natural Sciences, or related disciplines
  • Possess relevant social sector experience
  • Strong understanding of Meghalaya’s society, culture, and history is preferred
  • Proficiency in English and at least one local language: Garo, Khasi, or Jaintia
  • Data Fellows must be skilled in tools such as Excel, STATA, R, Python, Power BI, GIS, or similar software

Roles and Responsibilities

Selected fellows will support MLAs by:

  • Preparing background notes, issue briefs, and fact sheets
  • Producing weekly legislative digests
  • Developing Constituency Development Plans (CDPs)
  • Conducting policy research and analysis
  • Assisting with legislative questions and proceedings
  • Building dashboards and performing data analysis (for Data Fellows)

Duration of the Fellowship

The initial contract is for one year, with the possibility of extension for another year based on performance.

Selection Process

The recruitment process consists of two phases:

Phase I – Screening and Shortlisting

Conducted by ISB, this phase includes:

  • Application review
  • Research writing assignment
  • Online discussion round

Phase II – Physical Interview

Shortlisted candidates will attend an in-person interview jointly conducted by MIG and ISB in Shillong.

Note: Fellows from the first and second MLRF cohorts may reapply and will be considered through a dedicated interview without undergoing Phase I.
