Role Overview
As Senior Consultant, you will provide strategic oversight and technical support to ensure the effective implementation of EOF activities in Lagos State. The role requires close collaboration with government counterparts, implementation partners, and evaluators to maintain alignment with programme objectives and timelines.
This position calls for a proactive and analytical professional who can navigate complex stakeholder environments while maintaining a strong focus on results, governance, and sustainability. The consultant will act as a key bridge between strategy and implementation, ensuring that learning outcomes remain central to decision-making.

Key Responsibilities
The consultant will be responsible for developing and maintaining implementation oversight tools, including milestone trackers, risk registers, and performance summaries. These tools will support effective monitoring and enable early identification of challenges.
Another core responsibility involves leading regular engagement meetings with key government stakeholders at both state and federal levels. These discussions will focus on progress updates, coordination, and problem-solving, helping to strengthen partnerships and maintain momentum.
The role also includes preparing and facilitating formal governance meetings involving multiple stakeholders. This will require the development of high-quality briefing notes, presentations, and technical materials that support informed decision-making.
Capacity building is a critical aspect of the assignment. The consultant will design and deliver technical workshops for government and partner organizations on governance structures, evaluation design, outcomes-based financing, and long-term sustainability planning.
Field engagement will form part of the consultancy, with site visits conducted to monitor progress, gather insights, and engage directly with local stakeholders. Detailed reports will be produced following these visits to inform programme adjustments and learning.
In addition, the consultant will produce a strategic intelligence report analysing the policy environment, governance dynamics, and opportunities for scaling outcomes-based education financing. Contributions to sustainability planning and visibility efforts will also be required to support long-term impact and knowledge sharing.
Contract Details
The consultancy is expected to run from 1 April 2026 to 30 September 2026. The role is remote, with possible travel within Nigeria as required by programme needs. The contract type is consultancy and will be managed in line with UNICEF’s policies and procedures.
Candidate Profile
This role is best suited for professionals with a minimum of 10 years of experience in education, development, or strategic programme management. Candidates should demonstrate strong experience working with senior government stakeholders and managing complex, multi-partner initiatives.
Experience with outcomes-based financing, results-based management, or education system reform will be a strong advantage. Previous work with international or multilateral organizations is desirable. Excellent communication skills in English are essential, while familiarity with the Nigerian education context is an added benefit.
