Position Overview
The HR Manager will report directly to the Operations Director and will oversee the HR Officer and HR Support Officer. This leadership role is responsible for managing all aspects of human resource management within Concern Kenya.
The successful candidate will lead the development and implementation of HR policies and best practices, ensuring full compliance with Kenyan labour laws and organizational standards. The role requires a strategic thinker who can align HR initiatives with operational priorities while promoting staff wellbeing, performance, and engagement.

Key Responsibilities
The HR Manager will provide oversight across multiple HR functions, including:
1. HR Policy Development and Compliance
- Develop, review, and update HR policies to ensure legal compliance and risk mitigation.
- Advise senior leadership on labour law, HR trends, and regulatory requirements in Kenya.
- Ensure full compliance with data protection laws and personnel record standards.
- Lead change management initiatives across the organization.
2. Recruitment, Selection, and Retention
- Support effective recruitment, onboarding, and offboarding processes.
- Strengthen talent retention strategies.
- Promote diversity, equity, and inclusion in workforce planning.
3. Learning and Development
- Support staff capacity building through structured training and development initiatives.
- Conduct field visits to provide HR support and strengthen systems.
4. Employee Relations and Safeguarding
- Foster a fair, respectful, and inclusive work environment.
- Promote and uphold Concern’s Code of Conduct and safeguarding policies.
- Provide guidance on sensitive employee matters with professionalism and emotional intelligence.
5. HR Administration and Systems
- Oversee HR administration, benefits management, and contract management.
- Manage and analyze HR data using the Human Resource Information System (HRIS).
- Provide accurate HR reporting and representation where required.
Additionally, all managers at Concern are expected to actively participate in emergency response efforts when necessary and demonstrate leadership in workplace equality and safeguarding practices.
Qualifications and Experience
To qualify for this role, candidates must meet the following requirements:
- A Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related discipline.
- A Master’s degree or Post-Graduate Diploma in Human Resource Management is an added advantage.
- Membership in the Institute of Human Resource Management (IHRM).
- At least 8 years of relevant HR experience, including 3 years in a management or advisory role.
- Experience working within an international NGO (preferred).
- Knowledge of Kenyan labour laws and data protection regulations.
- Experience in change management and remote management.
- Strong proficiency in HR software, data analysis tools, and reporting systems.
- Excellent written and spoken English skills.
The ideal candidate will demonstrate integrity, accountability, strong interpersonal skills, and the ability to manage multiple priorities under tight deadlines.
