It oversees human capital and staff wellbeing, budget and financial management, safety and security, physical and digital infrastructure, and conferences and convening operations. The Human Resources Management Service (HRM)
Within EXD, the Human Resources Management Service (HRM) provides stewardship of the organisation’s human capital. It consists of three divisions: HR Operations, the Client Services Group, and the Talent Management and Analytics (TMA) division.
The Talent Management and Analytics Division leads learning and development initiatives, oversees people analytics, and ensures the OECD attracts diverse talent—from interns to senior leaders.
About the Talent Management Analyst Role
The OECD is seeking a highly skilled professional to support strategic HR projects and organisational development initiatives. Reporting to the Strategic Projects Lead, the selected candidate will work both independently and collaboratively across EXD/HRM and other services.
This role blends HR strategy, data analytics, communication, and project coordination, making it ideal for professionals who thrive at the intersection of people, policy and performance.
Key Responsibilities
Analysis and Strategic Advice
- Contribute to HR strategic projects and organisational development initiatives
- Conduct research and data analysis to inform policy development
- Improve HR effectiveness through programme evaluation and innovation
- Enhance data quality control systems
- Develop high-quality presentations using data visualisation and design techniques
Liaison and Communication
- Build relationships with internal stakeholders, resource management advisors and external consultants
- Develop cohesive communication materials
- Provide clear reporting and analytics for diverse stakeholder groups
Coordination and Project Management
- Support planning and delivery of strategic HR projects
- Ensure quality outputs and meet key deadlines
- Coordinate procurement processes for external consultants
- Provide ad hoc support across HRM/TMA initiatives
Required Qualifications
Academic Background
- University degree in human resources, business administration, digital-related field, or equivalent practical experience
Professional Experience
- Minimum five years of relevant experience in HR, project management or advisory roles
- At least three years in project or change management
- Experience in people analytics and data interpretation
- Background in communication strategy development
- Strong understanding of HR systems and processes
- Demonstrated ability to work cross-functionally with senior management
Technical Skills
- High proficiency in Microsoft Office (PowerPoint, Excel, Word)
- Advanced spreadsheet design and data manipulation skills
- Knowledge of HR Information Systems and analytics tools
- Ability to define project scopes, timelines and budgets
- Familiarity with emerging HR technologies
