About the Consultancy

The role involves contextualizing career guidance systems to fit Albania’s educational, institutional, and labor market realities. The consultant will also help strengthen school-to-work transition pathways for young people while ensuring sustainability and long-term implementation.
This position is fully remote and falls under UNICEF’s Education Section in Tirana.

Key Responsibilities
The consultant will contribute to several strategic areas, including:
- Supporting the development of a comprehensive Career Guidance Model for Albania
- Working with international and national experts to adapt global best practices to the Albanian context
- Conducting research, stakeholder consultations, and policy analysis
- Assisting in the design of Training of Trainers (ToT) materials and follow-up activities
- Supporting implementation frameworks and sustainability mechanisms
- Coordinating with experts working on life skills integration
- Preparing analytical reports, policy briefs, and education frameworks
The consultancy is expected to play a major role in helping Albanian youth gain stronger career readiness and smoother transitions from education into employment.
Required Qualifications
Applicants must possess a Master’s degree in one of the following or related areas:
- Education
- Career Guidance
- Psychology
- Human Development
- Sociology
Candidates should also demonstrate strong expertise in career guidance systems and education reforms within Albania.
Professional Experience Needed
To qualify, candidates should have:
- At least 7 years of professional experience in career guidance, education systems development, or related areas
- Experience designing or implementing career guidance frameworks within Albania
- Experience working with Albanian educational institutions
- Strong background in policy analysis and education reform
- Experience conducting interviews, focus groups, and stakeholder consultations
- Experience facilitating trainings and workshops
- Strong report-writing and analytical skills
Experience working with EU-funded programmes or United Nations agencies is considered an advantage.
