About the Consultancy

This consultancy focuses on supporting the design and adaptation of a national Career Guidance Model for Albania’s education system. The selected consultant will collaborate closely with an international expert and other specialists working on life skills integration in schools.

The role involves contextualizing career guidance systems to fit Albania’s educational, institutional, and labor market realities. The consultant will also help strengthen school-to-work transition pathways for young people while ensuring sustainability and long-term implementation.

This position is fully remote and falls under UNICEF’s Education Section in Tirana.

Key Responsibilities

The consultant will contribute to several strategic areas, including:

  • Supporting the development of a comprehensive Career Guidance Model for Albania
  • Working with international and national experts to adapt global best practices to the Albanian context
  • Conducting research, stakeholder consultations, and policy analysis
  • Assisting in the design of Training of Trainers (ToT) materials and follow-up activities
  • Supporting implementation frameworks and sustainability mechanisms
  • Coordinating with experts working on life skills integration
  • Preparing analytical reports, policy briefs, and education frameworks

The consultancy is expected to play a major role in helping Albanian youth gain stronger career readiness and smoother transitions from education into employment.

Required Qualifications

Applicants must possess a Master’s degree in one of the following or related areas:

  • Education
  • Career Guidance
  • Psychology
  • Human Development
  • Sociology

Candidates should also demonstrate strong expertise in career guidance systems and education reforms within Albania.

Professional Experience Needed

To qualify, candidates should have:

  • At least 7 years of professional experience in career guidance, education systems development, or related areas
  • Experience designing or implementing career guidance frameworks within Albania
  • Experience working with Albanian educational institutions
  • Strong background in policy analysis and education reform
  • Experience conducting interviews, focus groups, and stakeholder consultations
  • Experience facilitating trainings and workshops
  • Strong report-writing and analytical skills

Experience working with EU-funded programmes or United Nations agencies is considered an advantage.
