Key Responsibilities
The International Operations Manager will oversee the full spectrum of operational functions within the Country Office, ensuring that resources, processes, and teams work seamlessly together. Key responsibilities include:
Strategic Operational Leadership
- Lead operational planning and management to align with UNFPA’s Country Programme goals.
- Develop and implement strategies to enhance efficiency, innovation, and accountability across operational functions.
- Provide advice and guidance to senior management on operational matters and risk management strategies.
Day‑to‑Day Operational Management
- Oversee all core operational areas, including financial management, human resources, procurement, logistics, IT, travel, and administration.
- Ensure compliance with UN and UNFPA policies, procedures, and standards to maintain transparency and accountability.
- Monitor performance, identify challenges, and implement solutions to optimize operational effectiveness.
Collaborative Service Delivery
- Coordinate with other UN agencies to promote joint initiatives, shared services, and operational synergies.
- Represent UNFPA in inter-agency forums, fostering partnerships with internal and external stakeholders.
- Support organizational initiatives to strengthen operational capacity and improve service delivery.
Security and Risk Management
- Participate in security planning to ensure the safety of staff, assets, and operations.
- Implement risk management protocols and support continuity planning for critical operations.
- Foster a culture of compliance, safety, and operational excellence across teams.

Qualifications and Skills
This position requires a blend of education, experience, and professional skills:
Education and Experience
- Advanced university degree in Public or Business Administration, Economics, Management, or related field.
- Minimum of seven years of progressively responsible experience in operational management within international development settings.
- At least three years of experience managing teams in multicultural environments.
Professional Skills
- Expertise in financial management, human resources, procurement, contracts, and administration.
- Strong analytical and problem-solving skills with the ability to implement results-based management practices.
- Experience with strategic planning, organizational process improvements, and operational innovation.
Attributes and Language Skills
- Fluency in English is required; additional UN languages are an advantage.
