Background of the Assignment

Myanmar’s Ministry of Health has made significant progress in strengthening health care waste management over the past five years, particularly in managing immunization sharps waste. Supported by UNICEF and partners, the country has introduced needle cutters, safety bins, sharps pits, updated guidelines, and training programs.

Despite this progress, infrastructure gaps and the absence of a long-term costed waste management plan remain major challenges. UNICEF is therefore recruiting an expert consultant to assess current practices and design a comprehensive five-year roadmap.

Key Responsibilities

The selected consultant will:

• Conduct a nationwide situation analysis of current HCWM practices using WHO tools.
• Identify policy, infrastructure, and implementation gaps.
• Review and adapt existing policies, guidelines, and standard operating procedures.
• Update and align training materials with revised standards.
• Develop competency-based training packages for different health worker groups.
• Deliver Training of Trainers (ToT) sessions.
• Prepare a five-year strategic roadmap with timelines and budget estimates.

Minimum Qualifications

Education

Applicants must hold an advanced university degree in one of the following areas:

• Public Health
• Environmental Health
• Environmental Science
• Public Policy
• Urban Planning
• Sustainability
• Related disciplines

Professional certifications such as CHMM or CEP are considered an advantage.

Experience

Candidates should have:

• At least five years of professional experience in waste management, environmental policy, public health, or related fields.
• Demonstrated experience in policy development, implementation, and evaluation.
• Previous work with governments, NGOs, civil society organizations, or development programs.

Language

• Fluency in English is required.
