Position Overview
The Clinical Advisor role is based in Oakland, CA, and is part of the IRC’s Safety and Wellness department. The department ensures that newcomer populations have access to psychosocial and case management support tailored to their adjustment needs. This includes implementing mental health screening protocols and providing culturally and linguistically sensitive mental health referral services for clients experiencing emotional distress, trauma, torture, or gender-based violence (GBV).
As a Clinical Advisor, you will provide expert consultation and supervision to members of the Safety and Wellness team, promoting trauma-informed care across all Oakland services. This role requires approximately 5 hours per week, with flexibility to adapt to department needs.

Key Responsibilities
The Clinical Advisor will play a critical role in ensuring the mental health and psychosocial wellbeing of IRC clients by providing guidance, supervision, and training to staff. Major responsibilities include:
- Conducting Group Supervision: Facilitate regular group supervision sessions to support team members, discuss challenging cases, and ensure adherence to best practices.
- Individual Supervision: Provide one-on-one supervision to staff as needed, supporting professional development and addressing complex client scenarios.
- Consultation and Training: Offer consultation on mental health and psychosocial topics, and deliver training sessions to enhance staff knowledge and competencies.
- Documentation Review: Review client records and provide feedback to ensure accurate and compliant documentation.
- Administrative Duties: Manage relevant administrative tasks associated with clinical oversight, including reporting and record-keeping.
- Policy Compliance: Adhere to all IRC policies, procedures, and protocols while promoting a culture of integrity and accountability.
Key Working Relationships
The Clinical Advisor reports directly to the Safety and Wellness Manager and provides clinical supervision to:
- MSW interns
- Health and Wellness Promoters
- Clinical Caseworkers
- Program Manager
This position requires collaboration with multidisciplinary teams, ensuring the delivery of high-quality mental health services in a supportive and inclusive environment.
Job Requirements
The ideal candidate will have a strong clinical background and experience working with diverse, multicultural, and underserved populations. Specific requirements include:
- Graduate degree in Social Work, Psychology, Counseling, or a related mental health field
- California license to provide clinical mental health services preferred (LCSW, LMFT, Licensed Psychologist/Psy.D.)
- Minimum of 4 years relevant experience in Social Services, Mental Health, or international development, including at least 2 years in program development and management serving survivors of GBV, youth at risk, or displaced populations
- Proven expertise in designing and implementing psychosocial and preventive programming
- Knowledge of DSM-V-R, mental health assessment, and referral management
- Experience managing multidisciplinary teams and clinical programs
- Training and experience in trauma-informed care for diverse communities
- Understanding of community integration, resettlement, and migration trauma
- Strong grasp of contemporary race and gender issues related to refugee resettlement
- Experience providing both individual and group supervision
- Fluency in English; additional languages relevant to refugee populations (e.g., Arabic, Farsi, Pashto, Tigrinya, Burmese, Spanish, Amharic) preferred
