Evaluation Objectives
The mid-term evaluation has two primary goals:

Scope of the Assignment
The evaluator will assess the project using the OECD-DAC evaluation criteria:
- Relevance
- Coherence
- Effectiveness
- Efficiency
- Sustainability
- Preliminary Impact
Cross-cutting issues such as gender equality, human rights, governance, and environmental sustainability must also be analyzed.
Methodology
The consultant or evaluation team will use a mixed-methods approach, including:
- Desk review of project reports and financial documents
- Online interviews with project staff and implementing partners
- Focus group discussions with family farming organizations
- Surveys and questionnaires where applicable
All data collection and stakeholder engagement will be conducted online.
Deliverables
The selected evaluator will submit:
- Inception Report
- Presentation of Preliminary Findings
- Draft Final Report
- Final Evaluation Report
- Stand-Alone Executive Summary
The final report must include a management response matrix and actionable recommendations.
Required Qualifications
WRF seeks a highly qualified independent consultant or team with:
- Advanced degree in development studies or a related field
- At least 10 years of evaluation experience
- Proven experience evaluating EU INTPA-funded projects
- Strong knowledge of OECD-DAC evaluation criteria
- Experience with advocacy and policy change initiatives
- Familiarity with family farming and the UN Decade of Family Farming
- Expertise in gender-responsive evaluation
- Excellent English and French language skills
