IRC Hiring Senior Budget Development Advisor for High-Impact Global Development Work

A compelling opportunity is now open for a Senior Budget Development Advisor – Business Development, a full-time position based in London, UK or Nairobi, Kenya, with remote flexibility. This role is part of the IRC’s Crisis Response, Recovery & Development (CRRD) department, which oversees the organization’s global humanitarian operations. CRRD plays a critical role in ensuring that lifesaving programs reach people who need them most, especially in fragile and crisis-affected contexts.
A Strategic Role Shaping IRC’s Global Business Development
As a Senior Budget Development Advisor, you will lead efforts to strengthen the IRC’s budgeting and pricing strategies, making the organization more competitive in a funding environment that is becoming increasingly complex. This position works closely with Finance, the Controller’s Office, and proposal leadership teams to design strategies, enhance processes, and create tools that support high-quality, compliant, and cost-effective proposal development.
Your responsibilities will include:
- Developing and refining pricing systems, cost recovery models, and budget preparation tools
- Analyzing cost drivers across global contexts, from labor rates and travel costs to inflation, procurement, and security requirements
- Leading or supporting pricing for complex and strategic proposals
- Ensuring that proposals strike the right balance between cost competitiveness, risk mitigation, and compliance
- Reviewing budgets for feasibility, competitiveness, and alignment with donor regulations
This role demands both strategic thinking and practical financial expertise. You will help the organization navigate donor requirements while ensuring that programming remains realistic, impactful, and sustainable.

Driving Capacity Building Across Global Teams
A key component of the role is developing training materials and capacity-building programs for staff at global, regional, and country levels. These efforts strengthen IRC’s ability to produce competitive budgets and equip teams with the skills and tools necessary to meet donor expectations. By integrating these tools into business development workflows, you help create a more consistent and effective budgeting process organization-wide.
Quality Assurance That Ensures Competitive, Compliant Proposals
The Senior Budget Development Advisor also serves as a key quality assurance resource. From reviewing complex solicitations to participating in Lime and Green Reviews of high-priority bids, the role ensures that pricing strategies are sound, realistic, and aligned with overall proposal goals. On occasion, you may act as the pricing lead for strategic opportunities, guiding teams through the full business development lifecycle.

Ideal Candidate Profile
IRC is looking for candidates with:
- A bachelor’s degree in a relevant field such as business, finance, public administration, or international development
- At least 7 years of experience in budget development or pricing for international development
- Strong familiarity with donors such as the World Bank, USG, FCDO, EU, and ECHO
- Experience with price-to-win approaches, cost analysis, and proposal development processes
- Excellent communication skills and comfort working with diverse, remote teams
Fluency in English is required, and additional languages—French, Spanish, or Arabic—are an advantage.
