This consultancy builds on CIVICUS’ influential 2025 report From Platforms to Commons, which explored decentralised and community-owned digital alternatives. The new assignment aims to take that work further—transforming insights into practical, actionable guidance that organisations can implement.

Role Overview

The selected consultant will lead a comprehensive research project over 4–5 months in 2026, culminating in a detailed report (40–60 pages) and supporting materials.

The research will examine both:

• External-facing tools (e.g. organising, mobilising, communication)
• Internal operational systems (e.g. finance, project management, secure communication)

The work is grounded in CIVICUS’ civic space innovation framework, built around three pillars:

• Struggle – resisting digital repression and defending rights
• Solidarity – enabling collective action and shared infrastructure
• Deliberation – fostering inclusive dialogue and participation

Rather than a purely technical audit, this is a systems-level exploration of how digital infrastructure can strengthen democracy.

Key Responsibilities

1. Research Mapping and Literature Review

You will analyse existing research and emerging debates around:

• Digital sovereignty and platform governance
• Civic technologies and digital commons
• Open-source and alternative tools for civil society

This includes updating insights from the From Platforms to Commons report and identifying new developments.

2. Case Study Analysis

A critical component of the assignment involves identifying real-world examples of civic tech solutions. These case studies should:

• Reflect diverse global contexts, especially the Global South
• Cover both external and internal digital tools
• Examine governance, sustainability, and adoption challenges

3. Programme Insight Synthesis

You will consolidate learnings from CIVICUS programmes, partners, and existing research outputs to create a cohesive evidence base.

4. Strategic Analysis and Recommendations

This is where your expertise will shine. You will:

• Identify gaps such as infrastructure limitations, funding challenges, and governance constraints
• Recommend sustainable digital alternatives
• Provide practical guidance for scaling and adoption
• Explore long-term funding and stewardship models

5. Report Development

You will produce a structured, practitioner-friendly report with:

• Executive summary
• Thematic analysis
• Case studies
• Regional insights
• Actionable recommendations

The consultancy includes several structured outputs:

• Inception Note (max 5 pages): Methodology, research plan, and framework
• Research Mapping Brief (10–15 pages): Overview of literature and case studies
