The United Nations Office for Project Services (UNOPS) is inviting applications for the position of Programme Management – Senior Analyst (Energy Transition Retainer) based in Jakarta, Indonesia. Driving Indonesia’s Energy Transition

Indonesia stands at a pivotal moment in its energy journey. With rising electricity demand and strong renewable potential, the country is prioritizing:

  • Large-scale solar deployment (targeting 100 GW)
  • Transition from diesel-based generation (dedieselisation)
  • Electricity system transformation
  • Regulatory reforms to support renewable investment
  • Clean energy supply chain development

The Senior Analyst will be embedded within the Office of the Advisor to Indonesia’s Minister of Energy and Mineral Resources (MEMR), providing technical, economic, and policy analysis to accelerate these reforms.

Important: This is a retainer position, meaning assignments are provided on an intermittent, as-needed basis. There are no guaranteed minimum hours.

Key Responsibilities

1. Technical, Economic and Policy Analysis

You will:

  • Contribute to power system and energy transition analyses.
  • Support renewable deployment strategies and electricity market planning.
  • Review regulatory and policy data to assess alignment with national priorities.
  • Draft briefing notes, reports, and technical summaries for senior decision-makers.
  • Translate complex energy system data into policy-relevant recommendations.

Your analysis will directly inform Indonesia’s renewable expansion roadmap.

2. Regulatory and Policy Development Support

The role involves hands-on contributions to major regulatory reforms, including:

  • Supporting revisions to renewable energy regulations aligned with the 100 GW solar target.
  • Providing inputs to the revision of Presidential Regulation No. 112/2022 on renewable energy acceleration.
  • Contributing to updates on local content requirements (LCR) for renewable projects.
  • Supporting frameworks for hybrid generation ceiling tariffs.
  • Reviewing policies on shared transmission infrastructure.
  • Analyzing political-economy and institutional feasibility considerations.

3. Stakeholder Engagement and Coordination

Energy transition requires collaboration across ministries, utilities, private sector players, and international partners. In this role, you will:

  • Support policy consultations and stakeholder workshops.
  • Facilitate dialogue between technical experts and policymakers.
  • Assist in maintaining effective inter-agency coordination mechanisms.
  • Track project risks and progress to enable evidence-based decision-making.
  • Collaborate with development partners and industry stakeholders.

Strong relationship management and diplomacy skills are essential.

Who Should Apply?

UNOPS is seeking professionals with:

Education

  • Bachelor’s degree with 4 years of relevant experience OR
  • Master’s degree with 2 years of relevant experience
    Fields: Energy systems, engineering, economics, public policy, development studies, or related areas.

Required Experience

  • Technical and policy experience in energy transition or power sector.
  • Economic and electricity market analysis experience.
  • Stakeholder engagement with government, industry, and development partners.
  • Strong understanding of Indonesia’s renewable and energy reform priorities.
  • Excellent analytical and communication skills.
  • Proficiency in Word, Excel, presentations, and data tools.

Languages

  • Fluent English
  • Fluent Indonesian

Experience drafting or reviewing Indonesian regulations is highly desirable.

Contract and Conditions

  • Contract Type: ICA – LICA Specialist Retainer (LICA-9 / ICS-09)
  • Duration: 12 months (extendable)
  • Duty Station: Jakarta, Indonesia
  • Posting Dates: 03 March 2026 – 17 March 2026

Retainer consultants must complete mandatory courses (approximately 4 hours) before delivering services. Background checks are conducted for all personnel.
