About the Role

The ongoing war in Ukraine has caused widespread destruction to museums, monuments, archives, and other cultural assets. UNESCO is supporting national efforts to rebuild and preserve these resources.

The Media Relations Manager will lead strategic communications related to the Recovery Support Unit, ensuring that all activities receive strong media coverage and reflect the partnership between UNESCO, the Ministry of Culture of Ukraine, and the Government of Japan.

Key Responsibilities

The consultant will:

• Coordinate the Ministry of Culture’s communications team, including PR, social media, content, and media relations.
• Develop and implement a comprehensive communication strategy.
• Build relationships with national and international media outlets.
• Prepare press releases, statements, key messages, and briefing notes.
• Organize press conferences and public information events.
• Manage crisis communications and reputational risks.
• Monitor media coverage and adapt communication strategies.
• Ensure donor visibility and proper co-branding across all materials.

Expected Deliverables

By the end of the contract, the consultant is expected to achieve:

• 5 thematic communication campaigns.
• 1,000 positive or neutral media mentions.
• 12 press briefings or public events.
• 30 press releases or official statements.
• A complete communication plan for Recovery Support Unit activities.
• Monthly KPI tracking and reporting.

Required Qualifications

Education

Applicants should hold a Master’s degree (or equivalent) in:

• Journalism
• Communications
• Public Administration
• International Relations
• Culture Studies
• Related fields

Experience

Candidates must have:

• At least 7 years of experience in strategic communications or public relations.
• Experience managing communication teams.
• Strong media relations experience, including with international press.
• Experience designing and implementing campaigns.
• Crisis communication expertise.
• Cultural sector or public policy experience is an advantage.

Languages

• Fluency in Ukrainian.
• Fluency in English.
