About the Time to Care Project

The Time to Care (TTC) Project is a six-year initiative (2023–2028) funded by Global Affairs Canada. Implemented in partnership with local organizations, the project aims to:

  • Improve gender equality in care systems
  • Strengthen care infrastructure for women and girls
  • Promote recognition of domestic work as formal employment

The project targets over 5,900 direct beneficiaries and impacts more than 2 million people indirectly, including vulnerable households, small-scale farmers, and domestic workers.

Its strategy is built around two key pillars:

  1. Promoting gender-equitable social norms
  2. Strengthening policies and systems that support care work

Purpose of the Mid-Term Review

The Mid-Term Review (MTR) will take place during Year 4 of implementation and serves as a critical learning and evaluation milestone. The selected consultant will:

  • Assess progress against project outcomes
  • Identify successes, challenges, and unintended results
  • Provide actionable recommendations for the remaining project period
  • Support adaptive management and strategic decision-making

The MTR will also contribute to collective learning among stakeholders, including project participants, partners, and donors.

Key Objectives of the Assignment

The consultancy aims to:

  • Measure progress against intermediate and immediate outcomes
  • Evaluate project effectiveness, efficiency, relevance, and coherence
  • Identify lessons learned and best practices
  • Inform adjustments for Years 4–6 of implementation

This work is particularly important given the persistent inequalities faced by women in unpaid care and domestic work, and the need for stronger protections and recognition.

Methodology and Approach

The consultant will adopt Oxfam’s Feminist Monitoring, Evaluation, Accountability, and Learning (FMEAL) framework. This approach emphasizes:

  • Participatory and inclusive evaluation methods
  • Power-sharing with local partners and communities
  • Ethical and safe data collection practices
  • Recognition of diverse knowledge systems

Data Collection Methods Include:

  • Key informant interviews with policymakers and community leaders
  • Focus group discussions with domestic workers and employers
  • Personal impact stories from women domestic workers
  • Quantitative and qualitative data analysis

All tools will be co-designed, translated into Kiswahili, and pre-tested before use.

Scope of Work

The consultant will be responsible for:

  • Designing the evaluation framework and tools
  • Conducting field data collection across target counties
  • Analyzing and triangulating data from multiple sources
  • Facilitating validation workshops with stakeholders
  • Producing high-quality reports and knowledge products

The assignment will follow a structured 63-day timeline, covering inception, data collection, analysis, validation, and reporting phases.

Expected Deliverables

Key outputs include:

  • Inception report with methodology and workplan
  • Data collection tools (translated and tested)
  • Draft and final MTR reports
  • Cleaned datasets and analysis outputs
  • Two-page summary briefs (English & Kiswahili)
  • Presentation of findings to stakeholders

The consultant must ensure all deliverables meet Oxfam’s quality standards and adhere to agreed timelines.

Required Qualifications

To be considered, applicants must demonstrate:

  • Proven experience in conducting high-quality evaluations
  • Strong background in gender-sensitive and participatory methodologies
  • Expertise in domestic worker rights, decent work, or gender-based violence
  • Experience working with civil society and grassroots organizations
  • Excellent analytical and report-writing skills
  • Ability to manage teams and logistics effectively

Familiarity with digital data collection tools and storytelling approaches (e.g., videos, narratives) is an added advantage.

Ethics and Safeguarding

Oxfam places strong emphasis on ethical research and safeguarding. The consultant must adhere to:

  • Oxfam’s Evaluation Policy
  • WHO ethical guidelines on gender-based violence research
  • Confidentiality and “Do No Harm” principles
