About the Role

Working under the supervision of senior leadership within the Division of Freedom of Expression and Media Development, the consultant will provide both technical guidance and operational support across multiple global initiatives. While the role is primarily remote, occasional in-person participation at UNESCO Headquarters in Paris may be required.

Key Responsibilities

The consultant will be involved in a wide range of impactful activities, including:

1. Technical Advice and Project Management

  • Provide actionable recommendations to strengthen public service and community media.
  • Support policy development, capacity building, and sustainable media initiatives.
  • Promote gender equality by addressing bias, stereotypes, and discrimination in media systems.
  • Assist in improving representation and leadership opportunities for women in media.

2. Project Implementation Support

  • Contribute technical expertise to projects funded through regular and extra-budgetary resources.
  • Coordinate logistics for meetings, consultations, and events.
  • Monitor progress, prepare reports, and document lessons learned to enhance effectiveness.

3. Resource Mobilization and Partnerships

  • Conduct research to identify potential donors and partners.
  • Develop comprehensive donor mapping reports, including funding criteria and timelines.
  • Support consultations with stakeholders and contribute to funding proposals.

4. Communication and Outreach

  • Assist in updating UNESCO’s communication platforms, including websites and social media.
  • Develop communication materials such as news items, visual content, and promotional messaging.
  • Help design databases, mailing lists, and tools for effective information management.

Deliverables and Timeline

The consultancy spans from June 2026 to April 2027, with structured deliverables throughout:

  • Inception Phase (June–July 2026): Workplan, methodology, and initial recommendations.
  • Implementation Phase (August 2026–March 2027): Progress reports and project execution updates.
  • Resource Mobilization (June–November 2026): Donor mapping and partnership strategies.
  • Communication Outputs (June 2026–March 2027): Content creation and outreach materials.
  • Final Report (March–April 2027): Summary of findings, achievements, and future recommendations.

Required Qualifications

To be considered for this role, candidates should meet the following criteria:

  • Education: Advanced degree in media, communications, public policy, or a related field.
  • Experience:
    • At least 5 years in media development, pluralism, or diversity.
    • Minimum 2 years in project management within communication or information sectors.
    • Familiarity with donor funding mechanisms, especially in fragile or transitional contexts.
  • Skills:
    • Strong analytical, writing, and communication abilities.
    • Ability to work independently and manage deadlines.
    • Proven stakeholder engagement and facilitation skills.
  • Languages: Excellent command of English or French, with working knowledge of the other. Additional UN languages are an advantage.

Experience with international organizations or UN agencies is highly desirable.
