About the Role

The selected consultant will support the development of a new Child Online Protection (COP) Resource Portal. This platform will act as a global digital repository for educational resources, policy documents, learning materials, videos, and online safety tools designed to help governments, educators, parents, industry stakeholders, and children create safer digital environments.

The consultant will work closely with ITU project managers and technical teams to build the portal’s architecture, database structure, metadata systems, and search functionalities. The role focuses on modern web technologies and the implementation of a scalable headless CMS environment using WordPress and API-based content delivery systems.

Main Responsibilities

The consultant will play a major role in designing and structuring the technical framework of the COP portal. Key responsibilities include:

Website Architecture and Development

  • Designing the technical architecture of the portal
  • Supporting implementation aligned with ITU web standards
  • Creating scalable database structures and metadata frameworks
  • Developing API-based content delivery systems using REST or GraphQL
  • Supporting WordPress-based headless CMS implementation
  • Ensuring compatibility with future AI-powered search systems
  • Structuring and virtualizing existing COP resources into a searchable repository

Information Architecture and User Experience

  • Designing intuitive navigation systems

The consultant is also expected to apply modern development practices including:

  • DevOps and DevSecOps principles
  • Security-by-design practices
  • Documentation and testing support

Required Qualifications

Applicants should possess:

  • A university degree in computer science, engineering, telecommunication, instructional design, education, or related fields
  • At least five years of experience in web architecture or digital knowledge platforms
  • Experience with WordPress and similar content management systems
  • International-level experience in digital platform development
  • Strong understanding of metadata systems and search architecture
  • Experience in website development
  • Advanced English language skills

Knowledge of another official UN language such as French, Arabic, Chinese, Russian, or Spanish is considered an advantage.
