Project Background
The consultant will support activities under the Global Network of Regional Sustainable Energy Centres programme. This initiative assists the Economic Community of Central African States in operationalizing the Centre for Renewable Energy and Energy Efficiency for Central Africa (CEREEAC).
The assignment specifically focuses on the establishment of the Network of Research Institutions for the Energy Transition of Central Africa (ReTEAC). The consultant will conduct a legal and governance review of internal regulations and supporting annexes to ensure they align with international best practices.
The work is supported by the European Union under a regional renewable energy and electricity market development programme aimed at strengthening sustainable energy systems across Central Africa.
Main Responsibilities
The selected consultant will work closely with the UNIDO project team and stakeholders to improve governance frameworks for the ReTEAC network.
Key responsibilities include:
- Reviewing draft internal regulations and governance documents
- Conducting institutional governance assessments
- Identifying legal gaps and inconsistencies
- Drafting additional clauses, annexes, and governance provisions
- Revising documents to improve clarity and operational usability
- Supporting stakeholder consultations and validation processes
- Delivering final consolidated governance documents ready for adoption
The consultant will also facilitate a two-hour validation workshop with stakeholders and prepare presentations summarizing findings and recommendations.

Qualifications and Experience
Applicants must possess an advanced university degree in law, public administration, business administration, or a related discipline. Candidates with a first-level university degree may still qualify if they have at least five additional years of relevant professional experience.
Required Experience
Candidates should have:
- Minimum five years of professional experience in legal or institutional governance fields
- Experience drafting legal and regulatory documents
- Knowledge of governance frameworks and accountability systems
- Ability to transform legal concepts into practical operational documents
Experience working with research networks, NGOs, or international partnerships is considered an advantage.
Fluency in written and spoken French is mandatory, while knowledge of additional ECCAS languages is desirable.
