About the Opportunity

UN Women is seeking an International Evaluation Consultant to lead a high-level evaluation of programs funded under the Special Trust Fund for Afghanistan (STFA). This consultancy is part of ongoing efforts to strengthen women-led organizations (WLOs) and ensure their meaningful participation in humanitarian and development responses.

Afghanistan continues to face a complex humanitarian crisis, with women and girls disproportionately affected by restrictions on rights, limited access to services, and economic instability. Through this role, you will directly contribute to evaluating interventions that aim to empower women, improve service delivery, and promote gender equality.

Key Role Responsibilities

As the lead evaluation consultant, you will oversee the entire evaluation lifecycle, ensuring high-quality delivery aligned with international standards. Your responsibilities will include:

  • Conducting field visits across Eastern and Western regions of Afghanistan, engaging directly with stakeholders and beneficiaries
  • Leading key informant interviews (KIIs) and facilitating focus group discussions (FGDs)
  • Assessing institutional growth and performance of 14 women-led organizations
  • Designing robust evaluation methodologies using mixed methods and theory-based approaches
  • Producing comprehensive reports aligned with OECD-DAC criteria and UN Women’s GERAAS standards

You will work closely with a national consultant, who will support fieldwork, translation, and contextual insights.

Evaluation Phases

The consultancy spans 40 working days over two months, structured into three key phases:

  • Inception Phase (10 days): Desk review, methodology design, stakeholder analysis, and inception report
  • Data Collection & Analysis (20 days): Fieldwork, stakeholder consultations, and validation of preliminary findings
  • Reporting Phase (10 days): Drafting and finalizing evaluation reports with stakeholder feedback

Deliverables include an inception report, fieldwork debrief, draft evaluation report, and final report.

Travel & Work Setup

Although this is a home-based role, the assignment includes up to three field missions to Kabul, Herat, and Jalalabad. Travel and logistics will be supported by the UN Women Afghanistan Country Office.

Qualifications & Experience

To qualify for this role, candidates must meet the following criteria:

  • Master’s degree in social sciences, gender studies, evaluation, or related fields
  • At least 7 years of experience in conducting or leading evaluations, especially gender-responsive evaluations
  • Proven expertise in human rights-based approaches and gender analysis
  • Experience working in conflict or fragile settings
  • Strong understanding of evaluation frameworks such as OECD-DAC and UNEG standards
  • Fluency in English (knowledge of Dari or Pashto is an asset)
