Role Overview

Key Responsibilities
One of the core responsibilities of the role is supporting the coordination of large-scale, school-based surveys across multiple countries. This includes assisting with survey planning, implementation, and quality assurance processes, as well as providing technical guidance to national teams involved in data collection and reporting.
The consultant will also contribute to data analysis and interpretation, supporting the preparation of technical reports, summaries, and policy-oriented briefs. These outputs are intended to inform education sector planning, improve accountability frameworks, and strengthen the integration of health and well-being indicators into education policies.
Additional responsibilities include supporting the development and operationalization of monitoring frameworks, indicators, and reporting tools. The consultant will contribute to operational research initiatives related to student health, school violence, and well-being, helping to generate evidence that supports program improvement and policy dialogue at national and regional levels.
Throughout the assignment, the consultant will collaborate closely with internal UNESCO teams and external partners to ensure consistency, accuracy, and relevance of monitoring and evaluation activities.
Qualifications and Experience
Candidates should have a minimum of five years of professional experience in monitoring and evaluation, particularly in the coordination or support of large-scale surveys within education, public health, or related sectors. A strong understanding of survey methodologies, data management, and analytical approaches is essential.
An advanced university degree in education, public health, epidemiology, statistics, social sciences, or a closely related field is required. Experience working with international organizations, development agencies, or government institutions is highly desirable.
Applicants must demonstrate strong analytical and organizational skills, as well as experience using statistical or data analysis software. Excellent written and spoken English is required, along with a good working knowledge of French, given the regional scope and multilingual environment of the role.
Contract Information
This is a non-staff consultancy position based in Dakar, Senegal, with a contract duration ranging from seven to eleven months. The role is open to external candidates who are able to work independently while also contributing effectively within a team-based, multicultural setting.
