UNDP Is Hiring: Project Finance Officer to Strengthen India’s National Health Systems

Within this ambitious programme, the Health Unit at UNDP India implements one of the organization’s largest health portfolios globally. This diverse portfolio includes groundbreaking digital health innovations, large-scale immunization-strengthening programmes, and collaborative initiatives with the Ministry of Health and Family Welfare (MoHFW), the Global Vaccine Alliance (Gavi), and multiple state governments. To support this growing health architecture, UNDP is inviting applications for the position of Project Finance Officer, based in New Delhi—an essential leadership role that ensures financial accountability, resource optimization, and donor confidence across the Health Systems Strengthening (HSS) projects.

Strengthening Immunization Systems Through Financial Excellence

The HSS portfolio plays a pivotal role in advancing India’s Universal Immunization Programme (UIP), integrating digital platforms, data systems, and capacity-building initiatives to ensure equitable access to vaccines—particularly for marginalized communities and zero-dose children. Key initiatives include:

  • HSS III, funded by Gavi, which scales digital solutions such as U-WIN, India’s national digital immunization registry.
  • eVIN State Support, which sustains the award-winning electronic vaccine intelligence network and facilitates state-led financing through the National Health Mission (NHM).
  • Co-WIN, TB-WIN, and other digital health innovations, which strengthen monitoring, service delivery, and system-wide visibility.

With an annual portfolio exceeding USD 30 million and multiple funding streams transitioning from donor to state financing, the Finance Officer ensures that financial systems remain robust, transparent, and aligned with UNDP and government requirements.

A Leadership Role with National-Level Impact

Reporting to the Project Manager – Vaccine Intelligence and leading a team of Project Finance Associates, the Finance Officer will provide strategic oversight of financial operations across all HSS initiatives. Major responsibilities include:

  • Financial Strategy and Oversight: Implementing financial strategies that align with UNDP’s rules, donor agreements, and project goals, while ensuring strong internal controls and real-time financial monitoring.
  • Budgeting and Reporting: Overseeing Statements of Expenditure (SoEs), Utilization Certificates (UCs), multi-donor budgets, and compliance-driven donor reports.
  • Process Optimization and Risk Management: Enhancing financial systems, ensuring audit readiness, and mitigating financial risks through tools, dashboards, and streamlined SOPs.
  • Compliance: Upholding UNDP regulations, donor standards, and government frameworks across all transactions and financial documentation.
  • Team Leadership: Mentoring team members, building financial capacity at national and state levels, and promoting best practices in financial management.

Qualifications and Experience

Candidates must hold either a professional accounting qualification from an internationally recognized institute or a Master’s degree in finance or accounting, with at least two years of relevant experience. Applicants with a bachelor’s degree require four years of experience. Familiarity with ERP systems such as Oracle PeopleSoft, Quantum, SAP Umoja, or equivalent is essential. Candidates should also demonstrate experience in financial resource planning, donor compliance, IPSAS/IFRS, and financial analysis. Proficiency in Hindi and English is mandatory.
